Welcome to the highest decision-making body of the Partido Nacional La Raza Unida (PNLRU), El Congreso del Partido. This governing assembly plays a pivotal role in shaping the direction, policies, and strategies of our organization, ensuring that we stay true to our mission of achieving justice, democracy, self-determination, and liberty for the Chicano people.
Purpose and Function:
El Congreso del Partido serves as the ultimate authority within the PNLRU. It is responsible for:
- Setting Policies and Strategies: The Congreso determines the overall direction and priorities of the PNLRU, making decisions on all aspects of our activities, programs, and organizational structure.
- Ensuring Accountability: It reviews the performance of various committees, chapters, and individual members, ensuring alignment with the organization’s goals and principles.
- Fostering Unity and Coordination: By bringing together representatives from all party cadres and chapters, the Congreso ensures cohesive action and unified efforts across all levels of the organization.
Composition:
El Congreso del Partido is composed of:
- Party Cadres: All full members of the PNLRU who have completed the necessary ideological and organizational training.
- Chapter Representatives: Elected or appointed representatives from each chapter of the PNLRU. If a cadre member cannot attend, an approved alternate may be sent.
Meetings and Decision-Making:
- Biennial Sessions: El Congreso meets every two years to review progress, address challenges, and set the agenda for the upcoming period.
- Central Committee Oversight: Between Congreso sessions, the Central Committee acts as the interim decision-making body, implementing Congreso decisions and managing ongoing activities.
Binding Decisions:
The resolutions and policies established by El Congreso del Partido are binding on all members, committees, chapters, and programs within the PNLRU. This ensures a unified and disciplined approach to achieving our shared objectives.

- Policy Formulation: Developing and refining policies that guide the PNLRU’s efforts in political, social, and economic arenas.
- Strategic Planning: Setting long-term goals and strategies for the liberation and empowerment of the Chicano community.
